Our review focuses on Robeson County Dispute Resolution Center (RCDRC) activities since July 1995. Since that date, the General Assembly has awarded a special State appropriation of $39,166 to RCDRC for the provision of dispute settlement services in Robeson County for each of the fiscal years 1995-96, 1996-97, and 1997-98. RCDRC received these appropriations through the Administrative Office of the Courts. We found that although RCDRC received $111,494 in State funds during a three-year period, we could not determine that RCDRC provided services.
