(1) The investigators' ability to conduct the investigation was hindered by Department of Crime Control and Public Safety officials who repeatedly blocked or delayed access to records and employees. Ready access to persons and records is required by North Carolina law. The subjects of the investigation prevented agency personnel from submitting to interviews and did not appear for an interview as scheduled while other agency officials delayed our attempts to review records. (2) The investigation found that the Director and Deputy Director of ALE did not maintain adequate documentation to support the business purpose for state vehicle usage. As a result, they could not prove that their state-owned vehicles were not used for commuting between their assigned offices in Raleigh and their permanent residences near Asheville.
