A Biology Supervisor in DENR's Marine Fisheries Division (almost exclusively) used trucking companies owned by his father-in-law, mother-in-law, and spouse to haul shells for the oyster rehabilitation program. Marine Fisheries did not seek competition for the hauling of oyster shells and thus did not follow state purchasing requirements for transportation services. Marine Fisheries also failed to follow DENR's accounts payable policies and procedures.
