Findings addressed the methods the department used in purchasing these computerized programs.The Department of Correction (DOC) could have, but did not, use the states competitive bidding process for the Offender Population Unified System (OPUS) project. The DOC paid a vendor $1,464,774 for services without a signed contract. The DOC did not determine whether there are less costly methods of acquiring the Cashless Canteen software.
