The Division of Motor Vehicles (DMV) did not fully comply with the requirements of state implementation of the Federal Clean Air Act. DMV inconsistently imposed penalties on motor vehicle inspection and maintenance stations. DMV overturned the suspension orders of several inspection stations without any procedures for doing so.
