We were able to document a pattern of lax oversight by the agencys board of directors and by the respective State funding agencies. The executive director exercised operations discretion liberally by making loans, salary advances, and paying personal bills from grant funds for one DAPAA employee while in another situation making payments to himself of $13,300 without the approval of the board of directors from Medicaid funds. Of equal concern was the conflict of interest created by the employment of the executive directors wife by one of the agencies which awarded grants to DAPAA.
