We received a complaint through the State Auditors Hotline concerning the possible misuse of state and federal funds by the Joint Orange-Chatham Community Action, Inc. (JOCCA). Our investigation found that JOCCA spent $418,003 to purchase and renovate seven houses for low income families. The result was that one house was renovated and some work was done on two others. JOCCA failed to complete the rehabilitation project, but reported expending all funds. The State incurred a loss of $277,997 on the project.
