The results of our investigation found that: (1) the Town of Ocean Isle Beach Mayor derived a direct benefit by making and administering a contract for property (land and a building) she acquired from the Town; (2) the Mayor used confidential information that was not available to the public in developing the terms of the Offer to Purchase and Contract to acquire real property from the Town; (3) the Board of Commissioners inappropriately discussed details of the sale of Town property in closed session and failed to disclose those discussions to the public; and (4) the Town Administrator executed three contract amendments on behalf of the Town without the proper authority.
