Competitive Bidding: We noted instances where documentation was not available to support compliance with the competitive bidding requirements for the purchase of goods and services. Prepayment Activities: Our review of disbursements identified prepayments related to quality enhancement activities funded by the Rowan Partnership. The Rowan Partnership has policies and procedures that prohibit prepayment activities; however they were not consistently followed.
