This document is a copy of the management letter detailing our review of the issues surrounding the funding for the Pfiesteria Piscicida research and the response from the Department of Environment, Health, and Natural Resources (DEHNR). We did a thorough review of the procedures surrounding the entire process, from the initial conversations about the need for research through the awarding of the grant funds. We found that personnel in both DEHNR and Sea Grant followed the established state regulations and university grant procedures.
