This audit found that the Department of Transportation’s report on advance construction did not comply with Session Law 2020-91 Section 5.11.(a) and was inaccurate. As a result, users of the report had limited ability to monitor and evaluate advance construction risks and could potentially have made erroneous decisions concerning the use and risks of advance construction. Details about each item are provided in the Findings, Recommendations, and Responses section of the report. The Department agreed with the results of the audit. However, to ensure that readers are not misled and that the importance of the auditor findings are not minimized, the report includes a State Auditor’s Response.
