Our audit identified matters that are considered reportable under Government Auditing Standards and Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). The Department did not fully comply with federal requirements related to multiple federal programs, including the Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), Low-Income Home Energy Assistance (LIHEAP), Children's Health Insurance Program (CHIP), and Medicaid. Instances of noncompliance and deficiencies included eligibility determinations, benefit calculations, improper payment, earmarked spending levels, reporting, and monitoring of subrecipients.
