Election Training and Information Sessions

The below documents were used for a series of training and information sessions for Chairs of North Carolina’s Local Boards of Elections, who are appointed by the State Auditor. Locations included Wilmington, Greenville, Asheville, Raleigh, Winston-Salem, and Charlotte.

The sessions also covered Suggested Procedural Rules for Local Appointed Boards, a UNC School of Government publication authored by North Carolina Supreme Court Associate Justice Trey Allen and UNC Chapel Hill Professor A. Fleming Bell, II.

Request for Proposal

The North Carolina Office of the State Auditor (OSA) and the North Carolina State Board of Elections have issued a Request for Proposal (RFP) seeking qualified vendors for the second phase of an effort to modernize North Carolina’s election management system. The State Board manages the system, and OSA directs and supervises all budgeting functions of the State Board.

The RFP marks the second phase of a three-phase modernization plan. The second phase is focused on legacy application conversion, and follows a Request for Information (RFI) announced in October which gathered public feedback on election system modernization. Insights from the RFI helped shape the requirements and specifications for the RFP now released.

The RFP includes detailed system requirements, evaluation criteria, and submission instructions. Prospective vendors can review the full RFP here. All submissions and inquiries should be sent via email to electionsrfp@ncauditor.gov.
