Auditors found that one employee in the personnel department had been paid $69,112.34 for overtime earned on a job that paid an average of just over $49,000 a year, and that several employees had been given one-time special payments from 2001-2003. They also found that money from two land transactions had been wrongfully diverted, along with numerous other findings.
