The Department did not fully comply with federal requirements related to the Supplemental Nutrition Assistance Program, Medicaid Program, Children's Health Insurance Program, and the HIV CARE Formula Grants program. Instances of noncompliance included not reporting subaward obligations within the required time frame, making overpayments to Medicaid and Children's Health Insurance Program providers, spending federal funds prior to spending rebate funds, and not adequately determining eligibility of participants receiving treatment.
