Report Summary

Our audit identified matters that are considered reportable under Government Auditing Standards and Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance).

The Department did not fully comply with Federal requirements related to multiple programs, including, the Low Income Household Water Assistance Program, Foster Care Title IV-E, Adoption Assistance, Medicaid Cluster, Opioid STR, and Block Grants for Prevention and Treatment of Substance Abuse. Instances of noncompliance and internal control deficiencies related to errors in unallowable costs per program requirements, federal reporting, inadequate monitoring of subrecipients, and eligibility determinations.
