This report includes findings and recommendations from our investigation of Guilford County Community Action Program (GCCAP) and Sankofa Program. Among the findings were: GCCAP lacked adequate documentation to support expenditures related to three grants totaling over $60,000 which were funded with public money. The Outreach/Training Coordinator continued receiving a salary after relocating to Baltimore, Maryland. A scout assistant endorsed and cashed nine checks written to the Outreach/Training Coordinator. The GCCAP Executive Director and other employees received payments from Sankofa grant funds. GCCAP lacked documentation for 25 checks issued on behalf of Sankofa.
