Investigators determined that the Department of Agriculture and Consumer Services, the Forest Service failed to comply with state purchasing requirements potentially resulting in less competition. The Forest Service did not maintain adequate documentation of required e-quotes, competitive bids, or Department of Administration, the Division of Purchase and Contract approval when applicable. In addition, the Forest Service purchasing files did not contain required proof of insurance resulting in potential increased liability for the Forest Service.
