The audit found many no-bid contracts administered by the Department of Health and Human Services (Department) lack the review and approval required to protect state interests. Many no-bid contracts also lacked documentation of negotiations to improve pricing or terms. Finally, many no-bid contracts lacked adequate written justification to waive competition, which increases the risk of favoritism, unfavorable terms, and poor performance.
