The audit found that Supplemental Nutrition Assistance Program (SNAP) benefit payments were not always made timely. As a result, approximately $83 million of financial assistance meant to help North Carolinians with limited incomes purchase food were not received when needed. The report recommended the Department of Health and Human Services, Division of Child and Family Well-Being (Division):

  1. Systematically monitor the timeliness of county SNAP benefit payments, including enforcing corrective actions at counties issuing untimely benefits.

  2. Have ready access to data to effectively administer and monitor SNAP benefits including the extent (how late) of untimely SNAP benefits and the amount of SNAP benefits paid untimely.

Details about each item are provided in the Findings and Recommendations section of the report. The Division generally agreed with the finding and recommendations in the report. However, the report includes a State Auditor’s response to ensure readers are not misled.
