This report details the results of the third financial audit of the Hurricane Florence Disaster Recovery Fund and will fulfill the legislative requirement for the final financial audit.  The audit includes the North Carolina Department of Public Safety’s (DPS) accounting, allocation, and disbursement of Hurricane Florence Disaster Recovery Funds during the period July 1, 2023, through December 31, 2023.  

Our audit found that DPS accounted for, allocated, and disbursed amounts appropriated to the State of North Carolina’s Hurricane Florence Recovery Fund in accordance with Hurricane Florence Recovery legislation. As of December 31, 2023, DPS had disbursed a total of $876.9 million in Hurricane Florence Disaster Recovery Funds to recipients.
