Campaign Finance Reporting System

The North Carolina State Board of Elections (SBE), in coordination with, Office of the State Auditor, have issued a Request for Proposal (RFP) seeking qualified vendors for a modernized campaign finance reporting system that is secure, cloud-based, and improves the user experience. The modernized system shall ensure prompt access to data and make it easier for the public to search, understand, and track reported political spending over elections, election cycles, and calendar years. 

The SBE seeks a solution that offers step-by-step filing of statements, certifications, and disclosure reports that: prevents incomplete submissions, reduces user error, and guides users towards compliance. 

The envisioned system will facilitate communication between filers and election administrators, while also protecting sensitive information, maintaining data integrity, and preserving the SBE’s ability to permit the inspection and examination of public records. 

In addition to facilitating communication, the solution shall serve as the primary application for election administrators to efficiently carry out their administrative and compliance responsibilities for campaign finance. 

The modernized campaign finance reporting system shall allow for regular updates and enhancements, so the system can evolve as technology, law, and election administration evolves in the decades to come.

SEIMS Modernization - Awarded

The North Carolina Office of the State Auditor (OSA) and the North Carolina State Board of Elections have issued a Request for Proposal (RFP) seeking qualified vendors for the second phase of an effort to modernize North Carolina’s election management system. The State Board manages the system, and OSA directs and supervises all budgeting functions of the State Board.

The RFP marks the second phase of a three-phase modernization plan. The second phase is focused on legacy application conversion, and follows a Request for Information (RFI) announced in October which gathered public feedback on election system modernization. Insights from the RFI helped shape the requirements and specifications for the RFP now released.
